TEMPE, Ariz. -- After the inflatable dam system at Tempe Town lake was completed in 1999, the city of Tempe had major concerns over how Bridgestone, the company responsible for the inflatable dam system, finished the job.
"These dam systems were reported to last 30 years,†Mayor Hugh Hallman said during a press conference. “You draw your own conclusion."
By contract, the dam system was supposed to have a watering system, allowing water to flow over the dam segments and into the dry river bottom below.
"That did not occur when they were first installed," Hallman said.
Ceramic chips were installed to supposedly help the longevity of the dam.
"But in this desert environment with the cold of the winter and the heat of the summer, the chips actually added to the deterioration of the piece of the dam structure," Hallman said.
Knowing the system was deteriorating much faster than anticipated, the city and Bridgestone entered into a new agreement two years ago to replace the existing structure and install the watering system; the same year Bridgestone decided to get out of the business of making inflatable dams.
"The agreement we entered is they would begin manufacturing, so there was no deadline for when they would be replaced other than Bridgestone had to act expeditiously," Hallman said.
After two years, the plan was to begin the replacement process today. Though, too late for the dam system, it may have been just in time to possibly save lives.
"I'll be the first to tell you, sometimes its better to be lucky than good and I thank God that the event occurred last night instead of today because we would have had crews in the river bed putting up the replacement equipment for the operation," Hallman said.
City Manager Charlie Meyer said Bridgestone is responsible for replacing all four sections of the inflatable dam.
The city will also ask Bridgestone to pay the $250,000 to fill the lake again.
