I've mounted a few towers....some even on boats,
If the cap is sound and well built you can reinforce it easily. I have used marine ply and vinylester resin with very good results. I have also used West System on one boat, I love that stuff but it is expensive.
And I prefer Stainless over aluminum for the backing plate since once its mounted nobody ever goes back under to check on it (unless it becomes loose - which it shouldn't).
What kind of tower are you thinking of? I picked up a 13th floor tower used for under $500 once. That's the one Hallett uses. I had to machine new feet and make new rubber gaskets, but it wasn't a problem. And the weight is not really that much. I did the install all by myself and I don't think the whole thing weighed more than 80 lbs.
