This is a law of physics, if you pull from the top of the tanks it is a total miracle that you will draw evenly, one or the other will drain first. You can get them close by running equal lenght lines from the tanks!.. But in this case it is not plumbed right, should have equal lenght lines from the tanks to a "T" then on to the pump and on to the filter then to the carb!. Also the fittings need to be the same on both tanks, a more restrictive fitting on one tank will surely cause one tank to draw more!... Hope this helps!..
